There was a reported assault against Lt. Dooley, by Chief Riggs, that was reported to numerous authorities while he was the interim Chief. Amazingly, he was later selected as the permanent Chief. A worthy investigation for news team to look into. An information request revealed this heavily redacted document. HCSO refuses to release their investigation.
