Chief Foerster implemented this policy in late 2016 to protect the officers and the public in case of a use of force incident.
In short, first aid must be rendered after ANY use of force incident. In this case, a woman was thrown to the ground with her head striking a concrete floor. First aid was not rendered even after the woman stated she was injured.
